RESOLVED that a special joint committee of the General Court, to consist of 3 members of the House, 2 appointed by the Speaker and one appointed by the House Minority Leader, and 3 members of the Senate, 2 appointed by the Senate President and one by the Senate Minority Leader, is hereby established for the purpose of making an investigation and study relative to the feasibility of bidding for and hosting the Summer Olympic Games in Boston and how such costs and benefits impact the taxpayers and communities of the Commonwealth.
Said investigation and study shall include costs of the Commonwealth and costs to other non-hosting communities as well as the benefits. Said investigation and study shall include, but not be limited to, the prospects of working with other New England States and cities and towns outside the Commonwealth and should seek input from all regions and communities of the Commonwealth on costs, benefits and protecting transportation and other local and regional funding so it is not diverted for any possible infrastructure needs to host an Olympic Games in Boston. Said investigation and study would also seek input from the business community across the Commonwealth, the travel and tourism industry, the restaurant and hospitality industry as well as major sporting facilities in and outside Boston.
Said investigation and study shall seek input from the Boston 2024 Organizing Committee or any other group or organization seeking to bring or research the feasibility of a Boston Summer Olympic Games in 2024; however, the special committee of the General Court shall still carry out its duties in the above mentioned ways and shall report its findings independently from its own investigation and study.
Said special committee shall report the results of its investigation and study, and its recommendations, if any, to the House and Senate Clerks, the House and Senate Ways and Means Committees, the Joint Committee on Tourism, Arts and Cultural Development, the Joint Committee on Economic Development and the Joint Committee on Transportation on or before the first Wednesday of December 2015.
