SECTION 1. Chapter 6C of the General Laws is hereby amended by adding the following section:-

Section 76. Collection of mobility study data conducted in connection with construction projects funded by MassDOT.

The department shall establish, or shall incorporate into its existing traffic data collection program, a database and data dictionary to support data collection, analysis, and query and reporting functions for data collected in mobility studies conducted in connection with construction projects in the commonwealth.  The database shall include fields for county, city or town, zip code, state route, street name, street number, and intersection.  The database shall allow for the submission of multi-modal traffic counts, including counts for bicycle, pedestrian, truck and public transportation modes. 

The department shall determine whether to make the database accessible by users for direct upload of data or whether data shall be submitted directly to the department for inclusion in the database.  The department shall establish a standard format for the submission of data for the categories listed above.  

Any mobility study conducted in connection with a construction project funded in whole or in part by the department shall include information for all categories required by the department, including required multi-modal traffic counts.  This mobility study data shall be submitted to the department in its standard format according to deadlines established by the department.

The department shall make the data dictionary and mobility study data collected on the database publicly available in a standardized open data file format that can be uploaded, retrieved, indexed and searched by users.  The department shall determine a schedule for the frequency of updates to the published data sets.

SECTION 2.  This act shall take effect 180 days after passage.
