Section 13 of chapter 6C of the General Laws, as amended  by section 13 of chapter 46 of the acts of 2013, is hereby further  amended by adding the following subsection:-

(d) The department shall devise and implement a commuter tolling program that allows non-commercial, frequent users of the turnpike, the Boston extension and the metropolitan highway, and the different parts or sections thereof, who participate in the electronic toll collection system to pay a discounted, annual rate for transit over the turnpike, the Boston extension and the metropolitan highway, and the different parts or sections thereof. Notwithstanding any provision of this section, or any other general or special law to the contrary, the department shall fix and adjust the annual rate of the following commuter zones in order to achieve the following commuter rates. Commuter zones with varying annual rates shall be set as follows:

(i) zone 1, which shall encompass interchange 1,West Stockbridge through interchange 8, shall cost $50;

(ii) zone 2, which shall encompass interchange 8, Palmer through interchange 15, shall cost $50;

(iii) zone 3, which shall encompass interchange 1, West Stockbridge through interchange 17, Newton Corner, shall cost $95;

(iv) zone 4, which shall encompass interchange 1, West Stockbridge through interchange 24, shall cost $145;

(v) zone 5, which shall encompass route 128, Weston through interchange 24, shall cost $95;

(vi) zone 6, which shall encompass route 128, Weston through interchange 17, shall cost $50;

(vii) zone 7, which shall encompass interchange 17, Newton Corner through interchange 24, shall cost $50; and

(viii) zone 8, which shall encompass the Sumner and Ted Williams tunnels, shall cost $50.

Eligibility in the program shall not be limited to vehicles that have more than 1 occupant and the rate set by the department shall not vary based on the number of occupants in the vehicle.
