By Mr. Arciero of Westford, a petition (accompanied by bill, House, No. 3126) of James Arciero and others for legislation to provide a waiver of fees to veterans at public institutions of higher learning.  Veterans and Federal Affairs.

An Act relative to the cost of veteran higher education.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1

Section 19 of chapter 15A of the General Laws as appearing in the 2014 Official Edition is hereby amended by inserting at the end thereof, the following words:

Notwithstanding the provisions of any general or special law, rule or regulation to the contrary, the commonwealth shall provide a full waiver of fees to all veterans, armed forces personnel and members of the National Guard at all public institutions of higher learning located in the commonwealth.  The recipient of the fee waiver shall be a Massachusetts resident, and provided further that for veterans, there shall be no post-service time limitation on the use of said benefit. The waiver recipient may attend full-time or part-time and the benefit may be used for study at the undergraduate and/or graduate levels. This law shall take effect January 1, 2016.
