An Act relative to gateway communities.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 3A of chapter 23A of the General Laws, as most recently amended by chapter 287 of the acts of 2014, is hereby amended by striking out the definition of “Gateway municipality” and inserting in the place thereof the following definition:-

“Gateway municipality”, a municipality that meets 3 of the following 4 criteria: (i) a population greater than 35,000 and less than 250,000, (ii) a median household income below the commonwealth's average, (iii) a rate of educational attainment of a bachelor's degree or above that is below the commonwealth's average, (iv) an increase over 2 consecutive years of over 25 per cent enrollment of students who are English language learners in its public school system.
