An Act establishing an education review and governance commission.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

There shall be a special commission established pursuant to section 2A of chapter 4 of the General Laws to study and investigate education practices and public education oversight in the commonwealth. The commission shall consist of 2 members of the house of representatives, 1 of whom shall be nominated by the minority leader, 2 members of the senate, 1 of whom shall be nominated by the minority leader, the secretary of education or a designee, the commissioner of elementary and secondary education or a designee, the commissioner of early education and care or a designee, the commissioner of higher education or a designee and 5 members to be appointed by the governor, 1 of whom shall be a representative of the Massachusetts Teachers Association, 1 of whom shall be a representative of the Massachusetts Association of School Superintendents, Inc. and 1 of whom shall be a representative of the Massachusetts Association of School Committees, Inc. The members of the commission may elect a member to serve as chair. As part of its study and investigation, the commission shall analyze current educational practices and methods in the commonwealth and other states. The commission shall identify educational practices and methods in the commonwealth that need improvement and recommend ways in which such practices and methods could be improved. The commission shall analyze the current structure in place for the governance and oversight of public education in the commonwealth.
