Chapter 3 of the General Laws is hereby amended by inserting after section 10A the following section:-
Section 10B. (a) A member of the general court may solemnize a marriage in the same manner as those persons listed in section 38 of chapter 207.
(b) A member of the general court shall be able to communicate directly with a state agency in order to advocate for the member’s constituent or otherwise provide constituent services. No state agency shall require a person to sign or otherwise execute a written release form prior to allowing such direct communication between a member of the general court and the agency on the person’s behalf.
