In the One Hundred and Eighty-Ninth General Court

An Act related to unfunded mandates on public schools.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Section 1A of chapter 69 of the General Laws, as appearing in the 2012 Official Edition, is hereby amended by adding the following paragraph:-
The commissioner shall conduct an analysis of all new state laws, regulations or administrative directives, which directly impact the commonwealth’s public schools. The analysis shall include but not be limited to a reporting of each new action’s cost to school districts and its employees, impact on time on learning in the classroom and overall impact on improving student achievement. The commissioner shall file the analyses with the clerks of the house of representatives and the senate prior to the implementation of related new state laws, regulations, or administrative directives.
