An Act to examine the effectiveness of Common Core Standards in public schools.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

There shall be a special commission established pursuant to section 2A of chapter 4 of the General Laws to study and investigate the efficacy of "common core" standards in the public schools of the commonwealth. The commission shall consist of 2 members of the house of representatives, 1 of whom shall be nominated by the minority leader, 2 members of the senate, 1 of whom shall be nominated by the minority leader, the secretary of education or a designee, the commissioner of elementary and secondary education or a designee, the commissioner of early education and care or a designee, the commissioner of higher education or a designee and 5 members to be appointed by the governor, 1 of whom shall be a representative of the Massachusetts Teachers Association, 1 of whom shall be a representative of the Massachusetts Association of School Superintendents, Inc. and 1 of whom shall be a representative of the Massachusetts Association of School Committees, Inc. The members of the commission may elect a member to serve as chair. As part of its study and investigation, the commission shall identify and examine the costs, benefits and drawbacks of incorporating "common core" standards and practices into the public schools of the commonwealth. As part of its report, the commission shall make recommendations for legislation necessary to carry out the effect of its findings.
