Golden, Jr., and others for legislation to establish a special commission (including members of the General Court) relative to funding the construction of public safety buildings through the sales tax.  Revenue.

An Act establishing a special commission to study the efficacy of funding the construction of public safety buildings through the sales tax.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

There shall be a special commission established pursuant to section 2A of chapter 4 of the General Laws to study the efficacy of funding the construction of public safety buildings through the sales tax. The commission shall consist of 2 members of the house of representatives, 1 of whom shall be nominated by the minority leader, 2 members of the senate, 1 of whom shall be nominated by the minority leader, the commissioner of public safety or a designee, the commissioner of revenue, the director of the department of labor relations and 4 members to be appointed by the governor, 1 of whom shall be a representative of the Massachusetts Chiefs of Police Association Incorporated and 1 of whom shall be a representative from the Professional Fire Fighters of Massachusetts. The members of the commission may elect a member to serve as chair. As part of its study and investigation, the commission shall review the efficacy of the Massachusetts School Building Authority’s dedicated revenue stream allocated from the sales tax. Further, the commission shall compare the needs of constructing or renovating public safety buildings in the commonwealth with the goals and purposes of the Massachusetts School Building Authority. The commission shall recommend a percentage of the sales tax to be dedicated to such funding and provide reasons for such recommendation.
