An Act to examine the cost of gasoline, oil, natural gas, and electricity on Cape Cod and the Islands.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

There shall be a special commission established pursuant to section 2A of chapter 4 of the General Laws to study and investigate the cost of gasoline, oil, natural gas, and electricity on Cape Cod and the Islands in comparison to the cost of gasoline, oil, natural gas, and electricity in other regions of the commonwealth. The commission shall consist of 2 members of the house of representatives, 1 of whom shall be nominated by the minority leader, 2 members of the senate, 1 of whom shall be nominated by the minority leader, the secretary of energy and environmental affairs or a designee, the secretary of consumer affairs and business regulation or a designee, the chairman of the commonwealth utilities commission or a designee and 4 members to be appointed by the governor, 1 of whom shall be a representative of an investor-owned electric utilities, 1 of whom shall be a representative of an investor-owned gas utility, Inc. and 2 of whom shall be representatives of municipal government from Barnstable, Bourne, Brewster, Chatham, Dennis, Eastham, Falmouth, Harwich, Martha’s Vineyard, Mashpee, Nantucket, Orleans, Provincetown, Sandwich, Truro or Wellfleet. The members of the commission may elect a member to serve as chair. The commission shall explore and analyze methods of providing more affordable gasoline, oil, natural gas, and electricity to consumers in Barnstable, Bourne, Brewster, Chatham, Dennis, Eastham, Falmouth, Harwich, Martha’s Vineyard, Mashpee, Nantucket, Orleans, Provincetown, Sandwich, Truro and Wellfleet. As part of its report, the commission shall make recommendations for legislation necessary to carry out the effect of its findings.
