Section 1. The Board of Elementary and Secondary Education, herein after referred to as the board, shall conduct a comprehensive review of the present age limits for student enrollment in public schools in the Commonwealth. Specifically, the board shall consider a maximum cut off age for admission to public school. Upon completion of said review, the board shall establish as a statewide practice the permissible and statewide mandatory maximum age for school attendance.
Section 2. The board shall solicit advice from such persons and entities as it deems necessary, including the secretary of education, the department of elementary and secondary education, educational associations, educational administrators, teachers, and charter schools.
Section 3. The board shall commence said review within 45 days of the passage of this act, and shall make legislative recommendations as required or regulatory changes as necessary to establish a statewide mandatory maximum age for school attendance.
