An Act relative to the MassPort Citizen Advisory Group.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 465 of the acts of 1956 is hereby amended by inserting after section 3B the following 2 sections:-

Section 3C. There shall be an Authority advisory committee named the MassPort citizen advisory group, hereinafter referred to as the committee.  The committee shall make policy recommendations to the Authority for its policies, programs and activities.

The committee shall be comprised of a resident from each city or town served by the exercise of any responsibility or power granted pursuant to chapter 465 of the acts of 1956, as amended.  Each resident committee member shall be chosen by the chief executive officer of such city or town.

Section 3D. (a) All meetings of the members of the Authority shall be open to the general public; provided, that meetings regarding collective bargaining, matters that could imperil public safety and other confidential topics may be closed.

(b) The Authority shall post an agenda of any meeting of its members at least 72 hours before each meeting.

(c) At any open meeting of the board, members of the public shall have at least 60 minutes to speak to the board at each meeting.

(d) The Authority shall vote separately on each item of the posted agenda.

(e) The Authority shall make reasonably comprehensible minutes available of any open meeting within 2 weeks of the meeting. The minutes shall include all votes by board members in both public and closed meetings.  The minutes shall be publicly available and accessible on the Authority’s website.
