An Act to clarify the executive powers of the Board of Water and Sewer Commissioners in the town of Foxborough.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 5 of the Acts of 2004 is hereby amended by striking out Section 3(a) and inserting in place thereof the following section:-

Section 3(a) The executive powers of the town shall be vested in the board of selectmen, in this act referred to as BOS, who shall have all powers given to boards of selectmen by the General Laws, except for those executive powers granted to the town manager and except for those executive powers granted to the town's board of water and sewer commissioners by Chapter 46 of the Acts of 1986, provided, however, that all personnel and collective bargaining powers of the water and sewer commissioners shall be vested with the town manager, and provided further, however, that any sale of sewer capacity outside the Town borders shall be subject to the joint approval of the BOS and Water & Sewer Commissioners.
