An Act authorizing the city of Springfield to lease certain land.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding the provisions of Chapter 30B of the General Laws or any other general or special law to the contrary, the City of Springfield is hereby authorized to enter into an agreement with Pioneer Valley Riverfront Club, Inc. (hereinafter, “PVRC”) for the operation of a community rowing and boating center at North Riverfront Park for a term not to exceed twenty years, under such terms and conditions as the City of Springfield and PVRC may agree upon from time to time.
SECTION 2. The City of Springfield is hereby authorized, pursuant to Article Ninety-Seven of the Constitution of the Commonwealth of Massachusetts, to lease North Riverfront Park to PVRC for the purposes stated in Section One of this Act, for a term not to exceed twenty years, under such terms and conditions as the City of Springfield and PVRC may agree upon from time to time.
SECTION 3. North Riverfront Park is properly described as follows: approximately 148,409.00 square feet of land, with improvements thereon, located on the south side of West Street in the City of Springfield, having a City parcel identification number of 12145-0050, bordered on the northwest by land now or formerly of Pride Limited Partnership and on the southwest by the Connecticut River.
SECTION 4. PVRC may set and charge, subject to the approval of the City of Springfield Board of Park Commissioners, reasonable fees for admission to any facilities or improvements at North Riverfront Park, and for participation in any programs or activities offered by PVRC at North Riverfront Park.
SECTION 5. This act shall take effect immediately upon its passage.
