SECTION 1. (a) Notwithstanding sections 32 to 40, inclusive, of chapter 7C of the General Laws, the commissioner of capital asset management and maintenance, in consultation with the secretary of transportation, shall convey to the town of Palmer under the care and custody of the town’s conservation commission a certain parcel of land located in the town for the town to implement its 2014 Open Space and Recreation Plan. The parcel shall be used by the conservation commission for the promotion and development of the natural resources and for the protection of Kings Brook watershed and wildlife corridor. The parcel is identified on the town’s assessors’ map 15 as lot 14, containing approximately 92 acres, and was taken by the Massachusetts Turnpike Authority by an instrument of taking which is recorded in the Hampden registry of deeds in book 2473, page 398. (b) The commissioner of capital asset management and maintenance shall determine the exact boundaries of the parcel after completion of a survey. The parcel shall be conveyed by deed without warranties or representations by the commonwealth.
SECTION 2. No deed conveying the parcel of land described in section 1 from the commonwealth to the town of Palmer shall be valid unless it contains a reversionary clause providing that the property shall revert to the commonwealth under the care and control of the department of conservation and recreation if the property ceases to be used for the express purpose for which it was conveyed as determined by the commissioner of capital asset management and maintenance.
SECTION 3. This act shall take effect upon its passage.
