To the Honorable Senate and House of Representatives,
Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am filing for your consideration the attached legislation entitled, “An Act Validating the Actions Taken at an Annual Town Election Held in the Town of Blandford.”
The Blandford Board of Selectmen requested that I file this special legislation on behalf of the Town of Blandford.
The Town discovered that it had not met certain statutory and town requirements regarding the scheduling of and the posting of the warrant for the annual town election held on May 7, 2016. This legislation would validate the acts and votes taken at the election and all subsequent actions made as a result of those outcomes.

An Act validating the actions taken at the annual town election held in the town of Blandford.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding section 10 of chapter 39 of the General Laws or any general or special law or town by-law to the contrary, all acts, proceedings and votes taken by the town of Blandford at its annual town election on May 7, 2016, and all actions taken pursuant thereto and in reliance thereon, are hereby ratified, validated and confirmed to the same extent as if the annual town election had been held on the date required by the town by-laws for such election and the warrant therefor had been signed and posted in accordance with law.
SECTION 2. This act shall take effect upon its passage.
