SECTION 1. Notwithstanding any general or special law to the contrary, the Silver Lake Regional School District may convey, to the town of Kingston, an approximately 5 acre parcel, being a portion of a larger parcel of land described in deeds to the District, recorded at the Plymouth county registry of deeds in book 2421, page 113; book 2321, page 360; book 2302, page 52; book 2299, page 84; book 2297, page 165; and book 2284, page 333, shown on an assessors map in the town of Kingston as Map 8, Parcel 51, for the purposes of locating and constructing a public safety building serving the town of Kingston; provided, however, that the conveyance contemplated hereunder shall be subject to negotiation and agreement to terms approved by the district, acting by and through its duly elected committee, and the town of Kingston, acting by and through its board of selectmen; and provided, further, that the sale price for said property shall not be less than fair market value, as determined by a qualified appraiser.
