Section 1. This bill will instruct the Department of Conservation and Recreation to conduct a comprehensive study of the feasibility of establishing an Animal Shelter facility and Dog Park on state-owned property in the city of Quincy.
Section 2. Establishing a new Animal Shelter facility and Dog Park will benefit the Quincy Animal Shelter, which is a volunteer organization, as well as residents of the city of Quincy who own a dog or other companion animal. The new Animal Shelter facility and Dog Park will be utilized for the daily operations of the Quincy Animal Shelter, which places dogs and cats into suitable homes. The new facility and Dog Park will also be open to the general public and those with companion animals for recreational use.
Section 3. The Department of Conservation and Recreation shall be responsible for examining state-owned land in the city of Quincy, and for determining a suitable location for an Animal Shelter facility and a Dog Park. They shall report their findings to the Mayor of Quincy; the Quincy City Council; the Quincy Animal Shelter; state legislators representing the city of Quincy; and other interested parties.
Section 4. These findings must be completed and forwarded to all the aforementioned parties by December 15, 2017.
