SECTION 1. There shall be a special commission established on green space and open space in the city of Boston. The commission shall investigate and study: (i) current open space and green space requirements for developments in excess of 10,000 square feet located in growth zones in ward 6 and ward 7 of the city of Boston; (ii) communication with the impacted community during the design review process on changes to developments prior to any hearing before the Boston zoning board of appeals; (iii) neighborhood priorities for open space and green space; and (iv) opportunities to create open space and green space. The commission shall report its findings and reports to the joint committee on the environment, natural resources and agriculture no later than June 1, 2016.
SECTION 2. The commission membership shall consist of 9 members: the senator from the first Suffolk district or designee; the representative from the fourth Suffolk district or designee; the Boston city councilor from district 2 or his designee; three members selected by the mayor of Boston, one member from the Boston Redevelopment Authority, one member from the Inspectional Services Department and one member from Boston Parks and Recreation; one Boston city councilor elected at-large appointed by the city council president or designee; the commissioner of the department of environmental protection or designee; and the commissioner of the department of conservation and recreation or designee.
