SECTION 1. Notwithstanding any law or special law to the contrary, no gas, electric, telephone, cable or other utility company licensed to do business in the Commonwealth of Massachusetts, nor any agency of the Commonwealth or any of its political subdivisions, including but not limited to any municipality, county, city, town or other public entity, nor any agents of such utility company and/or government entity, shall spray, release, deposit or apply Glyphosate on any land which it owns, or as to which it holds an easement or similar right and over which it maintains power, high tension or other lines, or to any roadway, railway, or on any land that is recognized as being located within, on, or above a Federally-designated sole source aquifer.
