An Act to reduce financial hardship on small businesses.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Section 22 of Chapter 238:
Said Section 4 of said chapter 40O, as so appearing, is hereby further amended by striking out the third paragraph and inserting in place thereof the following paragraph:-
"The Springfield BID shall be dismantled due to extenuating circumstances of a presidentially declared natural disaster, a tornado, and gas explosion that has caused great economic hardship on the small businesses in downtown. Upon dissolving, once all liabilities have been satisfied any remaining balance should be equally distributed to current BID members."
