An Act to create a sunset advisory commission.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. There shall be a Sunset Advisory Commission consisting of 3 members of the senate, 1 of whom shall be appointed by the minority leader of the senate, 3 members of the house, 1 of whom shall be appointed by the minority leader of the house of representatives, and 2 members appointed by the governor, one of whom shall have experience working with the Boards and Commission Office. Commission members shall serve for a two year term.
The Sunset Advisory Commission shall conduct a review of all commissions and boards that were created by any act, resolve or statute of the commonwealth or by executive order. The review shall examine the membership information, mission, goals, and objectives of all commissions and make recommendations, if any, to improve the efficiency or transparency of each board or commission. The Sunset Advisory Commission shall also make recommendations as to which commissions should be dissolved because they have accomplished the goals and responsibilities for which they were created, or because those goals and responsibilities are duplicative of another commission. The Sunset Advisory Commission shall also make findings concerning those commissions (1) that have more than one-third of membership seats vacant; (2) that have not had a meeting in more than a year; or (3) that have not able to obtain a quorum for more than a year.
The commission shall file a report of its findings and recommendations with the senate and house clerks and with the governor not later than March 1, 2016.
