An Act relative to fair access to surplus state equipment.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. The Massachusetts Department of Transportation shall develop and promulgate regulations relative to the disposal of surplus property, inclusive of vehicles and equipment. Said regulations shall include, but not be limited to:
(a) The establishment of a 14 day window, in which surplus property is available for sale exclusively to municipalities;
(b) A process for notifying municipalities of their eligibility to receive surplus property.
