SECTION 1. Notwithstanding any general or state law to the contrary, any business owner in violation of a state agency’s order, court order, or settlement agreement, or is in violation of state law which negatively impacts public health and/or natural resources, shall not be granted any state permits, licenses or approvals until said business owner has fulfilled the mandates contained in the aforementioned court rulings, directives of the Attorney General’s office or orders of any other state agency.
