An Act relative to state spending control.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary the secretary for administration and finance is hereby authorized and directed to develop a five year plan to reduce the cost of operating state government by not less than 5 percent, and shall file such plan with the senate and house committees on ways and means and the clerks of the senate and house of representatives no later than eight months following the passage of this act.
