SECTION 1. Notwithstanding any general or special law, rule or regulation to the contrary, no funds shall be expended by the commonwealth which are attributable to, resulting from, or connected to, the hosting of an Olympic Games as sanctioned by the United States Olympic Committee and the International Olympic Committee unless and until any final application or bid for such hosting at any location in the commonwealth is approved in the form of a Special Act, following at least one public hearing conducted by the House and Senate Committees on Ways and Means, acting individually or jointly, at a time and place conducive to public participation, provided further, that said committees may conduct more than one such hearing in geographically diverse locations within the Commonwealth.
