An Act relative to creating a clean energy standard.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, the department of environmental protection shall set a clean energy standard requiring the total annual sales of each retail electricity product sold to Massachusetts end-use customers by a retail electricity seller to include a minimum percentage of electrical energy sales with clean generation attributes. The standard shall be consistent with the goal of reducing electric sector emissions by 80 to 95 percent by 2050, relative to a 1990 baseline. The department may consider the use of multi-year compliance periods instead of requiring annual compliance. The department shall promulgate rules and regulations consistent with this section by January 1, 2015.
