Section 1. Chapter 117 of the Acts of 2003 is hereby repealed.
Section 2. Chapter 45 of the Acts of 2005 is hereby amended, in item 6010-0001, by striking the words, “provided further, that portions of state highway routes 1A, 129, 129A, 114, and 127 in the cities of Lynn, Salem, Beverly, and Gloucester and the towns of Swampscott, Marblehead, and Manchester-by-the-Sea, and Rockport hereby designated as a state scenic byway”
Section 3. The general purpose of the scenic byway designation shall be to recognize the unique scenic, cultural, and recreational resources along the route of the Essex Coastal Scenic Byway. Specific purposes include the preservation of the historic character of the corridor, improvement of highway safety features, expansion of economic opportunities for local business and development of a balanced tourism program. The Essex National Heritage Commission shall serve as the designated scenic byway coordinator and shall work cooperatively with state agencies, municipalities and other stakeholders to achieve the purposes of this Act.
Section 4. The designated route of the Essex Coastal Scenic Byway shall incorporate all or portions of the following state highways and streets : 1, 1A, 22, 62, 113, 114, 127, 127A, 129 and 133, and Cabot Street, Dane Street, Essex/Veterans Memorial Bridge, Hale Street, Lothrop Street, Stone Street, and West Street within the city of Beverly; Eastern Avenue, John Wise Avenue, and Main Street within the town of Essex; Atlantic Road, Bass Avenue, East Main Street, Eastern Avenue, Eastern Point Road, Essex Avenue, Farrington Avenue, Main Street, Middle Street, Rodgers Street, Stacey Boulevard, Thatcher Road, Washington Street, and Western Avenue in the city of Gloucester; Central Street, County Road, Essex Road, High Street, and South Main Street in the town of Ipswich; Broad Street, Carroll Parkway, Lewis Street, Lynn Shore Drive, Lynnway, Market Street, and Ocean Street in the city of Lynn; Beach Street, Bridge Street, Summer Street, Union Street, and Washington Street in the town of Manchester-by-the-Sea; Atlantic Avenue, Elm Street, Lafayette Street, Mugford Street, Pleasant Street, Spring Street, and Washington Street in the town of Marblehead; High Road, Northern Boulevard, Plum Island Turnpike, and Rolfes Lane in the town of Newbury; High Street, Merrimac Street, Newburyport Turnpike/Gillis Bridge, Northern Boulevard, Ocean Avenue, Plum Island Turnpike, State Street, Story Avenue, Summer Street, Water Street, and Winter Street in the city of Newburyport; Beach Street, Broadway, Eastern Avenue, Granite Street, Main Street, Mt. Pleasant Street, Railroad Avenue, South Street, and Thatcher Road in the town of Rockport; Main Street in the town of Rowley; Bridge Street, Derby Street; Essex/Veterans Memorial Bridge, Hawthorne Boulevard, Lafayette Street, Washington Square, and Winter Street in the city of Salem; Beach Road, Bridge Road/Gills Bridge, Ferry Road, and March Road in the town of Salisbury; Atlantic Avenue and Humphrey Street in the town of Swampscott.
