SECTION 1.  As used in this act, the following words shall have the following meanings unless the context clearly indicates otherwise:

“Barracks”, Massachusetts State Police Station C-3.

“Member communities”, communities under the jurisdiction of State Police Station C-3, Barre, Brookfield, East Brookfield, Leicester, New Braintree, North Brookfield, Oakham, Paxton, Spencer, Warren, and West Brookfield.

SECTION 2.  Notwithstanding any general or special law to the contrary, the state police station C-3 located in the town of Brookfield shall continue operation until such time that the following are completed:

(a) a study on the public safety impacts of closing the barracks on member communities;

(b) a cost analysis of the closing, to include the financial impacts on the member communities;

(c) a thorough appraisal of the building, land and structures on the property, including the yearly maintenance costs associated with each;

(d) a public hearing in the town of Barre;

(e) a public hearing in the town of Brookfield;and

(f) a public hearing in the town of Paxton.

SECTION 3.  A report of the study and analysis shall be submitted to the Senate President, the Speaker of the House, and the Senators and Representatives of member communities no later than two years after the passage of this legislation. 

SECTION 4.  No state police barracks shall be closed without prior notification to the legislature.
