An Act relative to public higher education transfers.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, by December 31, 2016, all public institutions of higher education shall permit students to transfer from one of the commonwealth's community colleges, state universities and University of Massachusetts campuses to another without loss of credit.  Credits earned toward a student’s designated major at one public institution of higher education shall be transferred and applied to the same major at the transferring institution.
