To the Honorable Senate and House of Representatives,

 

Pursuant to Part the Second, Chapter I, Section I, Article II of the Constitution of the Commonwealth of Massachusetts, I am returning unsigned Senate Bill No. 2118, “An Act Establishing a Sick Leave Bank for Wallace Seward, An Employee of the Department of Correction.”

Under this bill, an employee sick leave bank would be created for an individual employee of the Department of Correction.  When Commonwealth employees exhaust their sick leave because of legitimate, debilitating illnesses affecting themselves or their relatives, the General Court from time to time permits the establishment of a sick leave bank to support our dedicated public servants in their time of need.  In this case, Mr. Seward sought a sick leave bank so he could care for a relative suffering from a serious medical condition.  Since this legislation was filed, however, we have learned sadly that Mr. Seward’s ill family member has died.  Accordingly, and unfortunately in this instance, this legislation is no longer necessary.

For this reason, I am returning Senate Bill No. 2118 unsigned.
