An Act concerning Gateway Municipalities.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 3A of chapter 23A, of the General Laws as appearing in the 2012 Official Edition, is hereby amended by striking the definition for “Gateway municipality” and inserting in place thereof the following new definition:-
“Gateway municipality”, a municipality with a population greater than 35,000 and less than 250,000; a median household income below the commonwealth’s average and a rate of education attainment of a bachelor’s degree or above that is below the commonwealth’s average designated by the Secretary of Housing and Economic Development pursuant to this chapter or a municipality with a population greater than 65,000 and less than 250,000 that includes at least 3 census tracts with poverty rates of at least 20 percent and with median family income that does not exceed 80 percent of the statewide median family income.
