SECTION 1. Notwithstanding any general or special law to the contrary, implementation of the department of elementary and secondary education’s five-level rating system provided for in 603 CMR 203 (1) is suspended until three years after the effective date of this act.
SECTION 2. Notwithstanding any general or special law to the contrary, the commissioner of elementary and secondary education shall not issue new “underperforming” or “chronically underperforming” designations for schools or districts, as provided for in sections 1J and 1K of chapter 69 of the General Laws, until three years after the effective date of this act.
