Resolved, that the board of higher education shall conduct an investigation and study of expanding targeted student loan forgiveness programs in the commonwealth. The board shall explore the potential of establishing state-funded loan forgiveness programs which would incentivize students to pursue occupations where there is both great need and a lack of financial compensation. The study shall include, but not me limited to, 1) an evaluation of current and anticipated work shortages in area of need in the commonwealth; 2) the potential of loan forgiveness programs to address those shortages by students to pursue relevant degrees; 3) an analysis of costs and benefits to the commonwealth; and 4) an evaluation of the effectiveness of current loan forgiveness programs.
Not later than December 31, 2016 the commission shall report to the general court the result of its investigation and study and its recommendations, if any, together with drafts of legislation necessary to carry its recommendations into effect by filing the same with the clerks of the senate house of representatives who shall forward the same to the joint committee on higher education and the senate and house committees on ways and means.
