Section 1-registered applicants will be issued a license identification to report hours of enrollment, participation or volunteer activity hours at a higher education, training, service organization or volunteer event.
Section 2-licensed reporters may report for income for no less than one hour a year and up to 24 hours a day 365 days a year for payment of involvement in residential or overnight travel activity necessary for inclusion and completion of higher education, training, service organization or volunteer events.
Section 3-Commissioner of HETSI Income Reporters in agreement with the Commonwealth of Massachusetts General Court administers reports of payable hours with payment and use of unused currency appropriated to HETSI to pay minimum wage income payment in the form of an electronic payment to all payable licensed accounts for all hours reported.
Section 4-HETSI Law Commissioner will administer commissioner expense report, number of issued license reporters, types of income producing activates elected by reporters, number of hours per license and event paid a minimum wage income by the commission in agreement with the Commonwealth of Massachusetts General Court providing authority by law for HETSI to administer all payments to be deposited into a designated treasury account for payment to license reporter and commissioner for each hour reported.
a-Commissioner is provided an appropriation of $100 million annually for operating expenses to register licenses and make the Commonwealth of Massachusetts aware of the HETSI Law and its benefits to eligible applicants throughout the Commonwealth of Massachusetts.
b-Commissioner is provided a matching 10 to 1 commission (1 being standard minimum wage rate)for every reported hour by licensed reporters.
c-Commissioner is provided an interest of 100% daily for principle balances of the treasury account managed by the commissioner of HETSI.
d-Licensed reporter is provided income payment to self-employ as contractor of the Commonwealth of Massachusetts at a standard rate of pay.
e-The current minimum wage per hour according to the current minimum wage laws of Massachusetts is the standard rate of payment for contracted license identified reports.
f-All licensed reporters who elect to register in licensed participation in HETSI must submit report for payment to the HETSI Law Commission for higher education, training, service organization and volunteer activity participation payment.
g- All Massachusetts residents are eligible to develop and maintain a HETSI registered license.
h-All licensed HETSI reporters may report one hour of volunteer activity to refer and register any and all residents of the Commonwealth of Massachusetts for a licensed income from public service to the State of Massachusetts Commission of HETSI Law to appropriate an income bearing living condition to all Commonwealth of Massachusetts residents.
i-All licensed HETSI volunteer activity to refer new persons to register for license are paid at a standard income of one hour of activity to be paid per identified person to register for license.
j-Use of license is good for payment in use throughout the Commonwealth of Massachusetts.
k-Use of license makes eligible, develops and maintains all license registered residents of the Commonwealth of Massachusetts for a licensed income bearing living condition.
l-Use of license is eligible to all residents of the State of Massachusetts to pursue minimum wage income benefits and inclusion in a better prepared and socially active life to support the development of the Commonwealth of Massachusetts culture and economy.
