Section 4A of Chapter 150A, as appearing in the 2014 Edition of the General Laws, is hereby amended by adding the following new subsection:-
(5) To fail to provide a member of a labor organization with records, including but not limited to records of membership dues paid, requested by and pertaining to that member.
For purposes of this subsection, “member” shall refer to any individual who was a member of that labor organization within the past ten years. Failure to maintain such records shall not constitute a defense to an unfair labor practice under this subsection.
