An Act to minimize foreclosures and their harm.
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to to protect residents of Massachsuetts municipalities impacted by foreclosures, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Except where explicitly denied by the General Laws, municipalities shall have authority to enact laws for the purpose of ensuring the safety and security of residents by minimizing foreclosures and resulting vacancies and ensuring the upkeep of properties from the beginning of the foreclosure process through post-foreclosure resale.
