An Act providing for a study by the Executive Office of Health and Human Services relative to nonprofit group homes.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Resolved, The executive office of health and human services is hereby authorized and directed to conduct a study relative to the feasibility of establishing a fairness rule which would provide for a more equitable distribution of nonprofit group homes throughout the commonwealth. Such study shall include, but not be limited to, a review of the number and location of such group homes currently in use, an analysis of the ratio of such existing group homes to population for each municipality, and an analysis of the neighborhoods in which such group homes currently in use are located in terms of economic factors. Such study shall consider the feasibility of establishing a formula or guidelines to ensure an equitable distribution of such group homes in municipalities based upon population and upon economic composition of the neighborhood. Said department shall report to the general court the results of its study, and its recommendations into effect, by filing the same with the clerk of the House of Representatives on or before July 1, 2018.
