An Act providing for a study relative to the necessity of certain snow safety procedures.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

The executive office of public safety and security shall conduct a study evaluating the necessity and feasibility of implementing certain snow safety procedures relative to rooftop snowfall and fire hydrant accessibility.  Said study shall include an assessment of the danger posed by heavy snowfall on building roofs and skylights, particularly as it relates to clearing snow off of rooftops, the need to address such danger, and the implementation costs and potential benefits associated with the placement of identification markers on the skylights of large buildings, which would be visible after a heavy snow storm.  Said study shall also include an assessment of current procedures for clearing fire hydrants after a snow storm, incidents of harm caused by inaccessible fire hydrants due to snowfall in the commonwealth, and the feasibility and effectiveness of requiring property owners to clear out fire hydrants after a snow fall or else face a fine.

The executive office of public safety and security shall submit a written report detailing the results of its study, including recommendations, with the clerks of the house of representatives and the senate within 180 days of the effective date of this act.
