SECTION 1. Section 134 of chapter 164 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by adding the following subsection:-
(c) Every group of municipalities which aggregates its electrical load and operates pursuant to this section shall be governed by a multimunicipal aggregator governing and accountability board which shall oversee and authorize by majority vote all activities undertaken pursuant to this section. The board shall be composed of 11 members, 2 of whom shall be appointed by the governor and 9 of whom shall be elected at large by the residents of cities and towns within the group of municipalities for terms of 2 years at the biennial state election; provided, that, all members shall be residents of a city or town within the group of municipalities. Members who are appointed shall be especially fitted by education, training, or previous experience to perform the duties of the office. Members shall serve without compensation, but shall be reimbursed by the board for travel expenses actually and necessarily incurred in the performance of official board duties.
