Section 1: Section 18A of Chapter 90 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended, after paragraph one, by inserting the following language:
The Department of Highways will add to their regulations the following: Whoever, upon any way or in any place to which the public has a right of access, or upon any way or in any place to which members of the public have access as invitees, when walking outdoors in a unilluminated area, after dusk shall be required to wear in a conspicuous manner on their chest and back a minimum of five hundred square inches of reflective material or must be in possession of a function personal luminescent device including but not limited to a flashlight, headlamp, or lantern.
