An Act requiring reports on the state’s implementation of the McKinney-Vento Homeless Assistance Act.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  Section 1A of Chapter 69 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by adding the following new paragraph at the end thereof:-

The commissioner shall monitor and evaluate the implementation of the federal McKinney-Vento law, so-called, in all districts in the commonwealth and shall report findings and any proposed recommendations to improve said implementation to the board and to the legislature on an annual basis. The commissioner’s report shall include, but not be limited to, an annually updated estimate of the number of homeless and unaccompanied students in the state; the extent to which the state is complying with, and meeting the goals of, the federal law; how the academic achievement, graduation, drop-out and attendance rates of homeless and unaccompanied students compares with non-homeless students, and with other subgroups, including low-income, at-risk, Sped, ELL, and ethnic minority students; an analysis of the state and local barriers to meeting the goals of the law and recommendations on how to address such barriers.
