SECTION 1. Chapter 7 of the General Laws is hereby amended by adding the following section:-
Section 63. (a) There shall be a youth employment subsidy program for employers throughout the commonwealth. The program shall be administered by the secretary for qualified employers. A qualified employer shall mean an employer who participates in the youth employment program as provided for in this section; provided, however that such employer shall provide substantive job training to the youth employee. For each minor hired by a qualified employer, the secretary shall provide a subsidy to the employer to be determined by the secretary. For the purposes of this section, the term qualified employer shall include a city or town.
(b) There shall be established and set up on the books of the commonwealth a fund to be known as the Youth Employment Subsidy Fund. The purpose of the fund shall be to subsidize the youth employment subsidy program set forth in subsection (a). The fund shall consist of all moneys received by the commonwealth equal to 1 per cent of the receipts of the sales price of purchases received by all marijuana retailers as provided for in chapter 64N as excises paid to the commissioner of revenue. Such amounts in the fund shall be held by the state treasurer exclusively for the purposes of the youth employment subsidy program. The state treasurer shall disburse amounts in the fund to the secretary, without further appropriation, upon the request from time to time of the secretary.
(c) The secretary shall promulgate rules and regulations necessary to implement the provisions of this section.
SECTION 2. Chapter 151 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by inserting after section 2B the following section:-
Section 2C. Notwithstanding section 1, or any other general or special law to the contrary, a minor employed through the youth employment subsidy program establish under section 63 of chapter 7 shall be entitled to a minimum wage of $3 per hour below the minimum wage set forth in section 1.
