An Act establishing a balanced cannabis task force advisory board.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1: Chapter 334 of the Acts of 2016 is hereby amended by striking out SECTION 3, subsection 77(a), and inserting in place thereof the following section :-

“There shall be a Cannabis Task Force Advisory Board to study and make recommendation on the regulation of marijuana and marijuana products. The board shall consist of 17 members: 2 Appointees from the Governor’s Office, 2 members of the senate, 1 of whom shall be appointed by the Senate President, 1 of whom shall be appointed by the minority leader, 1 of whom shall act as co-chairperson; 2 members of the house of representatives, 1 of whom shall be appointed by the speaker of the house of representatives, 1 of whom shall be appointed by the minority leader 1, 1 of whom shall act as co-chairperson; 1 appointee from the Department of Revenue, 1 appointee from the Attorney General’s Office, 1 from the Treasurer’s Office, 2 experts in public health (1 from the Department of Public Health, 1 Physician with treatment experience in medical marijuana), 1 registered medical marijuana patient, 2 experts in law enforcement, 2 attorneys with experience providing legal services to marijuana businesses and 1 expert in marijuana product manufacturing.. The cannabis Advisory Task Force shall consider:

(a) Regulatory Framework

(b) Local Authority and Control

(c) Tax, Funding and Civil Law

(d) Consumer Safety and Social Issues

(e) Criminal Law

The special task force shall make recommendations, including proposed amendments to chapter 334 of the Acts of 2016 and shall file its recommendations, including any proposed legislation, with the clerks of the Senate and House of Representatives no later than 6 months after the enactment of this legislation.”
