An Act relative to defining and providing screening for dyslexia.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Chapter 71 of the General Laws is hereby amended by inserting after section 57 the following section:-
Section 57A. (a) For the purposes of this section, “Neurological Learning Disability” shall mean a specific learning disability including, but not limited to, dyslexia, as most recently defined by the National Institute of Health, that is neurobiological in origin.
(b) The department of elementary and secondary education shall issue guidelines for districts, to develop more targeted screening procedures or protocols for students for potential indicators of a neurological learning disability including, but not limited to, dyslexia. These indicators are phonemic awareness (PA), rapid automatized naming (RAN) and letter sound knowledge (LSK). Dyslexia Screening in the Commonwealth will include valid and efficient screening of these three indicators.
