SECTION 1. Notwithstanding section 17 of said chapter 138 of the General Laws, the licensing board of the City of Boston may grant up to 12 additional licenses for the sale of all alcoholic beverages to be drunk on the premises pursuant to section 12 of said chapter 138 and up to 3 additional licenses for the sale of wines and malt beverages to be drunk on the premises of the so called South Bay development consisting of various buildings located at District Avenue, Lucy Street, and Jan Karski Way. A license granted pursuant to this paragraph shall be nontransferable to any other person, corporation, or organization and shall be clearly marked "nontransferable" and "South Bay restricted" on its face. A license issued under this paragraph, if cancelled, revoked, or no longer in use at the location of original issuance, shall be returned physically, with all of the legal rights, privileges, and restrictions pertaining thereto, to the licensing board which may then grant that license to a new applicant under the same conditions as specified in this paragraph if the applicant files with the licensing board; provided, however, that a license issued under this paragraph that is cancelled, revoked, or no longer in use at the location of original issuance shall only be issued to a new applicant in the same South Bay development.
SECTION 2. This act shall take effect upon its passage.
