Section 71 of the General Laws is hereby amended by adding the following section:-
Section 98. (a) Subject to appropriation, each high school in each city, town or regional school district shall have not less than 1 teacher who has received financial literacy training from the Massachusetts Jumpstart Coalition for Personal Financial Literacy, Inc.; provided, however, that if a high school does not have a teacher who has received such financial literacy training, the high school shall have not less than 1 teacher who will receive such financial literacy training within 12 months.
(b) Subject to appropriation, each high school in each city, town or regional school district shall teach financial literacy as a component in a required subject.
(c) The department of elementary and secondary education shall promulgate rules and regulations to implement this section.
