An Act establishing an English language learner state grant program.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 71A of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by adding the following section:-

Section 10. The department of elementary and secondary education shall provide a grant to: (i) any school district that has experienced significant growth over the prior fiscal year in the number of students who are classified as English learners for such English learners in the current fiscal year for the purpose of creating innovating programming to support the success of English learners and (ii) any school district that has demonstrated innovating programming to support the success of English learners, including, but not limited to: (i) English learners attendance levels which meet or exceed expectations; (ii) a decrease in the number of English learners behavioral referrals; (iii) an increase in English learners course completion rates; and (iv) an increase in high school graduation rates for English learners and the district as a whole, for the continued support of such programming. Grants to a school district pursuant to this section shall be in addition to any other reimbursement or a grant pursuant to Title III of Public Law 107-110.
