An Act relative to out-of-network billing.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
There shall be established, pursuant to section 2A of chapter 4 of the General Laws, a special legislative commission to be known as the Special Legislative Commission on Consumer Protection in Health Insurance, hereinafter the commission. The commission shall consist of the following 7 members: 1 member of the house of representatives appointed by the speaker of the house of representatives, who shall serve as co-chair; 1 member of the senate appointed by the president of the senate, who shall serve as co-chair; the governor, or his designee; the attorney general, or her designee; and 3 members appointed by the governor, 1 of whom shall be a representative of the Massachusetts Hospital Association; 1 of whom shall be a representative of the Massachusetts Medical Society; and 1 of whom shall be a representative of the Health Policy Commission
The commission shall conduct an investigation and study of the factors, causes and impact of consumer protection for health insurance purposes as defined in chapter 176O of the General Laws.
The commission shall submit its initial findings, together with recommendations for legislation, if any, to the clerks of the house of representatives and the senate, the chairs of the house and senate committees on ways and means and the chairs of the joint committee on healthcare financing not later than January 1, 2019.
